Dual Citizenship

Republic Act No. 9225, otherwise known as the Citizenship Retention and Re-acquisition Act of 2003 (more commonly known as the Dual Citizenship Law),
allows natural-born citizens of the Philippines, who acquired foreign citizenship through naturalization, to reacquire or retain their Philippine citizenship. Former natural-born Filipinos who have become naturalized citizens of another country may retain/reacquire their Philippine citizenship by taking an oath of allegiance to the Republic of the Philippines before a Philippine Consular Officer. Upon retaining/reacquiring their Philippine citizenship, they shall enjoy full civil, economic and political rights as Filipinos. Under the principle of derivative citizenship, unmarried children below eighteen (18) years of age, whether legitimate, illegitimate, or adopted, of former Filipino parents who retained/reacquired their Philippine citizenship under this law, may also be deemed Filipino citizens, if they are included in the parent’s application for retention/reacquisition of Philippine citizenship.

In view of the limited slots due to current health protocols, the Consulate General prioritizes the applications of those who are from its jurisdiction
(Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin).
Starting 01 June 2022 Fridays will be reserved for oath-taking ceremonies at the Consulate.

Requirements and Procedure

  1. • If married in the Philippines, issued by PSA/NSO
  2. • If married in the US, issued by a US government authority
  1. • Original Divorce decree (issued by a US court) and Marriage Certificate
  2. • Original authenticated Recognition of Divorce (issued by a Philippine court) and Marriage Certificate
  3. • Original annotated Marriage Contract for annulment (issued by PSA)
  4. • Original Death Certificate of previous spouse and Marriage Certificate/Contract (issued by PSA or by a US authority)

Send scanned copies of the above-mentioned requirements by email to chicagopcg@att.net (EMAIL SUBJECT: Dual Application) for initial assessment (form and requirements in one PDF file). Send one email only, attaching complete copies of the filled-out form and the requirements in single PDF file, per applicant (minor derivatives should be included in one email). Make sure that the requirements, including original documents, are on-hand for presentation during the oath-taking, lest the application may not be approved.

Once the application is conditionally approved based on the scanned requirements, the Consulate will email the applicant on the date/s for the oath-taking. The applicant will then be advised on the confirmed appointment and the submission by mail of the requirements.

Upon instruction, send by mail to the Philippine Consulate General with address at 122 S Michigan Ave, Suite 1600, Chicago, IL 60603 the filled-out form (with photos), the physical copies of the requirements and a non-refundable processing fee of $50.00 (money order or cashier’s check payable to “Philippine Consulate General") and add $25.00 per minor derivative. Personal checks and credit/debit cards are not accepted.

The minor derivatives’ details should be reflected on page 2 of the application form and their photos (2 identical 2x2 photos with plain white background, taken within 6 months, and printed in photo paper) pasted. They must wear tops with sleeves in the photos.
